How to Estimate Cigarette Prices Across Australian States in 2026
October 26, 2026 Explore Blogs
Cigarette prices across Australian states in 2026 are best estimated by comparing one product, one pack size and one type of shop on the same day. Tobacco duty is set by the federal government. No state adds its own cigarette excise. Therefore, a price gap between two states does not come from a state tax.
However, shelf prices still move. For example, brand, retailer and short-term discounts all change what you pay. This guide shows you how to build a fair estimate. It also explains what the 1 September 2026 duty rise means for a pack of 20. Finally, it turns a pack price into a weekly or yearly cost. For a wider look at costs, see our Australian cigarette price guide.
One note on data. Duty figures below were checked on 26 October 2026. Retail price examples, however, come from September 2025 and are labelled as historical. Because no public source lists current prices for every state, we do not invent them.
How Cigarette Prices Are Estimated in Australia
No Australian government body publishes one live price for each state. Cancer Council Victoria’s Tobacco in Australia report explains why. Western Australia and the Northern Territory have at times required wholesalers to report sales, and Tasmania requires retailers to report. None of those jurisdictions has published price data. The other states have not collected it at all.
Researchers therefore work from four imperfect sources:
- Recommended retail price (RRP): the price a maker or wholesaler suggests.
- Retail listings: prices shown in stores or online.
- Prices paid: what people say they paid in surveys.
- Consumer Price Index (CPI): the ABS index that tracks price change over time.
Each source measures something different. For example, between 2002 and 2022, smokers in one large survey reported paying about 8% less than the RRP on average. So an RRP alone will usually overstate the real cost.
A five-step method for a fair comparison
This is how to estimate cigarette prices by Australian state without guessing:
- Pick one product. Choose a single brand in a pack of 20. Since 1 July 2025, factory-made cigarette packs can only hold 20 sticks, so pack sizes now line up.
- Pick one shop type. Use a tobacconist, a service station or a convenience store. Mixing types distorts the result.
- Record the price on the same day. Note the shop, suburb, state and date.
- Collect at least three prices per state. Use the median, not the highest or lowest.
- Divide by 20. Then compare the price per cigarette across states.
Cigarette Prices Across Australian States and Territories
All eight jurisdictions sit under the same federal duty system. That covers New South Wales, Victoria, Queensland, Western Australia, South Australia, Tasmania, the Australian Capital Territory and the Northern Territory. So cigarette prices across Australian states in 2026 differ only on the retail side. Table 1 shows what is the same everywhere. The last column is a worksheet for your own price checks.
Table 1: What is the same in every state and territory, plus a price-check worksheet
| State or territory | Federal duty, pack of 20 | State cigarette excise |
| New South Wales | A$31.05 | None |
| Victoria | A$31.05 | None |
| Queensland | A$31.05 | None |
| Western Australia | A$31.05 | None |
| South Australia | A$31.05 | None |
| Tasmania | A$31.05 | None |
| Australian Capital Territory | A$31.05 | None |
| Northern Territory | A$31.05 | None |
State differences were once real. Until 1997, every state and territory charged a tobacco licence fee based on sales. Then the High Court struck these fees down on 5 August 1997 in Ngo Ngo Ha v New South Wales. Afterwards, the federal government took over the revenue through higher duty. That history is why many searches assume a state tobacco tax that no longer exists.
However, what can still differ is the retail side. Cancer Council Victoria notes that some outlet types sell tobacco more cheaply. It adds that pricing can vary with area characteristics, and that discounts come and go. Without a same-day sample, you cannot tell a real state gap from a brand or shop effect. Therefore, any list of cigarette prices by state in Australia should show its date, brand and shop type. For the same reason, this guide does not rank states from cheapest to dearest.
How Tobacco Excise and GST Affect Cigarette Prices
Two taxes apply to legal cigarettes. The first is tobacco excise, which is the larger part of the tax bill. The second is a 10% goods and services tax (GST), added at the point of sale.
The 2026 federal duty rate
The tobacco excise in Australia in 2026 is a single national rate. It rose on 1 September 2026 to A$1.55274 per cigarette, according to Australian Border Force notice ACN 2026/32. The rise followed an indexation factor of 1.016, which tracks average weekly ordinary time earnings. Because of indexation, duty changes every March and September.
Australia stopped making tobacco in 2016. Every legal cigarette therefore pays an excise-equivalent customs duty at the border, at this same rate. The Australian Taxation Office publishes the current table on its excise rates page.
As a result, duty on a pack of 20 is 20 × A1.55274,whichisaboutA31.05. For comparison, Cancer Council Victoria put the duty on a pack of 20 at A$28.06 in March 2025.
A worked example: how much of a A$50 pack is tax
For example, take a hypothetical pack priced at A$50.00. GST is one-eleventh of the final price, because it is added at 10% on top of the pre-GST price.
- GST: A$4.55
- Federal duty on 20 cigarettes: A$31.05
- Left for the manufacturer, wholesaler and retailer: A$14.40
A quick sanity check
Duty plus GST sets a rough floor. Duty of A31.05,with10%GSTaddedontop,comestoaboutA34.16. That figure comes before any cost for the manufacturer or shop. So a pack of 20 advertised well below this figure does not add up as a fully taxed legal product. Treat that as a warning sign, not proof.
Tax share also changes with price. In March 2025, Cancer Council Victoria estimated that tax made up 83.0% of a budget pack advertised at A37.95.ForapremiumpackatA54.99, it was 60.1%. Duty is a fixed dollar amount, so cheaper packs carry a larger tax share. See also our tobacco excise rates in Australia explainer. For the latest official figure, check the ATO excise rates page.
How Brand and Retailer Differences Affect Prices
Once duty is fixed, brand is the biggest driver. The cost of a pack of cigarettes in Australia depends heavily on the price segment. In September 2025, Cancer Council Victoria checked the online listings of a major tobacconist chain and sorted brands into segments. Every pack held 20 cigarettes, so the averages compare like with like.
Table 2: Average pack price by segment, September 2025 (historical)
| Price segment | Average pack of 20 | Price per cigarette (calculated) |
| Supervalue | A$39.69 | A$1.98 |
| Value | A$40.66 | A$2.03 |
| Mainstream | A$54.99 | A$2.75 |
| Premium | A$60.72 | A$3.04 |
Source: Cancer Council Victoria, Tobacco in Australia, section 13.3. Per-cigarette figures are our own calculation (pack price ÷ 20). These are not 2026 prices.
A premium pack cost about A21morethanasupervaluepack,orroughly53%higher.Forinstance,onepopularsupervaluepack,JPS20s,wasaboutA42.99 in the same check. That works out at around A$2.15 per cigarette.
These figures are now a year old. Duty rose in March 2026 and again in September 2026, so current shelf prices may be higher. Recheck each brand before any cigarette price comparison.
Why shop type matters
Cancer Council Victoria used tobacconist prices, a channel it describes as popular and often heavily discounted. Other shop types may price the same pack differently. In addition, temporary promotions add another layer. Always record the shop type beside each price.
How to Calculate the Cost Per Cigarette
The formula is short:
Price per cigarette = pack price ÷ number of cigarettes
For example, a hypothetical A50packof20costsA2.50 per cigarette (50 ÷ 20). A cigarette carton price in Australia in 2026 follows the same maths. Next, a carton of ten packs at A50perpackcostsA500. The cost per cigarette stays at A$2.50 unless the retailer discounts the carton.
Therefore, convert every price to a price per cigarette before you compare. This keeps the comparison fair if you also look at older listings or carton deals.
How Much Cigarette Spending Adds Up Over Time
Once you have a pack price, spending is simple multiplication. Table 3 uses a hypothetical A$50 pack. Swap in your own price. For more help with budgeting, read our guide on how to calculate monthly expenses and our Australian cost-of-living statistics.
Calculate your estimated cigarette spending
Table 3: Spending on a hypothetical A$50 pack
| Packs per day | Per day | Per week | 30 days | Per year (365 days) |
| ½ pack | A$25 | A$175 | A$750 | A$9,125 |
| 1 pack | A$50 | A$350 | A$1,500 | A$18,250 |
| 2 packs | A$100 | A$700 | A$3,000 | A$36,500 |
Monthly spend equals pack price × packs per day × 30. An average month has 30.44 days, so one pack a day at A50isclosertoA1,522. These are budgeting examples, not average prices. If these totals prompt thoughts about cutting back, Quitline on 13 7848 offers free support.
How to Verify Current Cigarette Prices in 2026
Use this short checklist before you rely on any figure for cigarette prices across Australian states in 2026:
- First, confirm the duty rate. Read the ATO excise rates page or ABF notice ACN 2026/32 for the figure and its effective date.
- Next, check two or three listings. Use the same brand and pack of 20, and record the date.
- Then test each price against the floor. Compare it with the A$34.16 sanity check above.
- Look for the date on any average. An average from 2025 is not a 2026 price.
- Finally, use the CPI only for change over time. The ABS Consumer Price Index follows price movements. It is not a list of shelf prices by state.
Cancer Council Victoria also warns that price indexes can overstate what consumers pay. This happens when sampling does not follow shifts to cheaper products.
Frequently Asked Questions
How much does a pack of 20 cigarettes cost in Australia in 2026?
No single official figure exists. In September 2025, Cancer Council Victoria found average pack prices from A39.69(supervalue)toA60.72 (premium). Federal duty has since risen, so check current listings for your brand and record the date. Prices also differ by brand and shop.
Do cigarette prices vary across Australian states?
They can, but not because of a state cigarette tax. Duty is federal and the same everywhere. Differences come from brand, shop type, local pricing and promotions. Only a same-day comparison of the same product shows whether a real gap exists.
Which state has the cheapest cigarettes?
No public dataset answers this fairly. Governments have not published state price data, and online lists mix brands, dates and shops. To find out, compare the median price of one brand’s pack of 20 across at least three shops in each state on the same day.
How much excise applies to a pack of 20 cigarettes in September 2026?
From 1 September 2026, duty is A1.55274percigarette.Apackof20thereforecarriesaboutA31.05 in duty. GST of 10% is added on top at sale. Confirm the rate on the ATO excise page, because it changes each March and September.
How do you calculate the price per cigarette?
Divide the pack price by the number of cigarettes. A A50packof20costsA2.50 per cigarette. Since July 2025, factory-made packs hold 20 sticks, so the divisor is 20. Use this figure to compare packs, cartons and brands on equal terms.
How much does a pack a day cost per month?
Multiply the pack price by 30. At a hypothetical A50perpack,onepackadaycomestoA1,500 over 30 days. In an average 30.44-day month it is about A$1,522. Your own price and usage will change the result.
Why do online cigarette prices differ?
Lists often mix brands, price segments, shop types and dates. Recommended prices run higher than prices paid, which averaged about 8% lower in Cancer Council Victoria’s survey data from 2002 to 2022. Discounts and duty rises add more variation.
How often should cigarette price estimates be updated?
Review duty every March and September, when indexation applies. Refresh retail observations each time you republish, and show the check date. An estimate more than six months old may predate a duty change. Change the page date only when you have truly rechecked the figures.
Conclusion
Estimating cigarette prices across Australian states in 2026 comes down to a fair comparison. First, duty is national, at A$1.55274 per cigarette from 1 September 2026, and GST adds one-eleventh to the final price. Brand, shop type and timing explain most of the rest.
Next, pick one pack of 20, record the date, take the median of several shops, and divide by 20. Finally, check the ATO excise rates page for the latest duty before you compare.
